PNNL EVMS Development

Battelle Memorial Institute operates the Department of Energy’s (DOE) Pacific Northwest National Laboratory (PNNL), which is a premier research and development laboratory with a strong background in national security, energy, and environmental sciences. Battelle has operated the laboratory since 1965 and won a multitude of awards for work performed across all DOE mission areas.

Synergistics designed and implemented a software system that performed corporate integrated functions to implement a compliant Earned Value Management System. This system, called Plan.Net., served as an integrator between the legacy accounting system and the Primavera Project Manager Version 6 (P3). Actual costs recorded in the legacy accounting system were electronically transferred through the software (via a custom Microsoft Structured Query Language (SQL) Server interface, so that the actual costs were captured as earned value and % complete in the Primavera schedule. This was performed automatically and eliminated the need for input by project controls specialists.

Additional features of the program were that it provided compliant cost processing for rate application and burdening. Also, it can produce custom, web-based reports utilized in EVMS including monthly Contract Performance Reports. This system was identified by the Department of Energy as a key reason for Battelle’s Earned Value Management System being approved during their initial review, which had never before occurred within DOE. This system is currently being used on most PNNL major projects, including the $200+ million Campus of the Future.
